PARTISIPASI MASYARAKAT DALAM PERENCANAAN PEMBANGUNAN KAWASAN RELOKASI GAMPONG TIMBANG LANGSA KOTA LANGSA

Abstract


The Langsa City Government carried out a relocation program on slums that stood in state-owned areas and slums on the riverbanks. Relocation steps are carried out to avoid an unhealthy lifestyle in the slums, as well as avoid natural disasters caused by overflowing rivers and landslides on riverbanks.  The implementation of the settlement relocation program is expected to have a good impact.  The purpose of the study is to analyze and describe the development planning process that has been implemented under community expectations and how the level of community participation in the development planning process and identify the factors that cause the community to not optimally follow the development planning process. This research uses a descriptive qualitative method approach. The object of this study is the villages of Paya Bujok Blang Pase, Blang, Paya Bujok Bramo, Sungai Pauh. The study sample was 99 respondents. Data collection was carried out with questionnaires and interviews. Sampling using Random Sampling Technique. The sample chosen is the relocated community. Based on the perception of respondent I, the overall average value of the respondent's answer was obtained, which was 72.26%. which means that the development planning process that has been carried out is largely following the expectations of the community.  Based on the perception of respondent II, the overall average value of the respondent's answer was 81%, where the level of community participation in the development planning process was almost entirely appropriate / represented by all groups of people. The results of interviews with stakeholders concluded that the community had optimally followed the development planning process. However, after conducting research, there are obstacle factors, namely factors of knowledge and education that are still low, factors of community work that take up a lot of time, and the lack of openness of development actors in organizing development who consider the community to be only an object of development.
