RISIKO COST OVERRUN DALAM PELAKSANAAN PROYEK KONSTRUKSI GEDUNG DI PROVINSI ACEH

Abstract


One of the risks that commonly occurs in implementing building construction projects is cost overrun. Cost overrun is the amount of costs incurred by the contractor company that exceed the costs stated in the work contract. All building construction projects carried out by contractors in Aceh Province are not completely free from the risk of cost overrun. The estimated bid costs are a justification from the contractor company and are mostly based on assumptions regarding costs that have not yet occurred or that have not been taken into account. Bearing this in mind, there is always a risk of incurring costs that exceed the previously estimated value. However, project risks cannot be eliminated, but can be reduced. In order to reduce the risk of cost overruns in building construction projects, contractor companies must implement good project cost management. This research aims to determine the risk factors for cost overrun in the implementation of building construction projects in Aceh Province. This research uses a quantitative method approach through questionnaires. The risk of cost overrun is evaluated by 86 indicators. The building construction projects reviewed are those that have been built by building subclassification contractor companies (BG001–BG009) in Aceh Province, through funding sources from the 2017–2022 Aceh Revenue and Expenditure Budget (APBA) with a contract value of > 1 billion rupiah. The respondent criteria is one of the contractor company personnel at the top management level (project manager/site manager/site engineer/supervisor). The sampling technique used was simple random sampling. The data analysis technique used Principle Component Analysis (PCA). The findings from the research show that the cost overrun risk factors that arise in the implementation of building construction projects in Aceh Province are cost estimation, management, risk, productivity, weather, wage and material costs, and government policy.
