Abstract

Medan City, as the center of economy and government in North Sumatra, continues to experience rapid development in the urbanization and settlement planning sectors. The increasing need for settlements has implications for the reduction of water catchment zones, especially the southern part of Medan which has relatively more open land compared to other areas. This study seeks to examine and delineate flood hazard zones within the settlement area plan of southern Medan City utilizing the Analytic Hierarchy Process (AHP) and Geographic Information System (GIS) methodologies. The AHP method is used to determine the weight of the criteria that affect flood hazards, such as rainfall, land slope, land use, soil type, elevation, distance from rivers, and drainage density. Meanwhile, GIS is used to map and integrate spatial data to produce a flood hazard zone map. The research results indicate that the settlement area plan located along the river has a high flood hazard. The area of high and very high flood hazard levels is mostly in Medan Johor and Medan Tuntungan districts which are located in the Urban Village of Gedung Johor, Kwala Bekala, Pangkalan Masyhur, Titi Kuning and Mangga. The resulting flood hazard zone map can be used as a basis for evaluating spatial planning and disaster mitigation in the southern part of Medan City. This study is expected to contribute to safer and more sustainable settlement area planning in the future.
