ANALISIS MITIGASI RISIKO PADA TAHAP KONSTRUKSI BAGI PENGEMBANG PERUMAHAN SUBSIDI DI BALI DENGAN METODE BOWTIE

Abstract


Home ownership is a measure of a country's economic level, but many people still have difficulty owning a home. The government uses private developers to provide subsidized housing as part of its attempts to solve the shortage of affordable homes for those with low incomes.

However, housing development is one of the project activities that has consequences for risk. During the construction process, developers will encounter a variety of uncertain situations, which represent the consequences of risk. Therefore, there are efforts needed to address the risks that emerge. The goal of this study is to analyze and mitigate the risks that subsidized housing developers encounter. Data collection was carried out by filling out questionnaires sent to subsidized housing developers in Bali. Literature studies determined the initial risk identification, and observation results developed it further. A total of twenty respondents responded by sending back the completed questionnaires. The data collected was then analyzed and classified based on its priority. The primary risks were then reanalyzed using the Bowtie Method. This method is used to identify hazards, threats, controls, and impacts of risks that are faced by developers. The results of the questionnaire and observations showed 55 risks identified during the construction period. Five of the identified risks exhibit a high-risk level, making them the primary risks. The five main risks are the increase in building material prices, fluctuations in bank credit interest rates and taxes, insufficient marketing funds, strikes, and a lack of communication and coordination between the parties involved. The dominant risk, consisting of five risk variables, has produced 16 causal factors and 15 impacts. The Bowtie analysis resulted in the identification of 37 preventive mitigation response activities, 34 recovery mitigation responses, and 5 escalation activities. Developers will use these results as a reference to carry out risk mitigation efforts for hazards that arise during the construction period.
