AUTHORITY OF THE GOVERNMENT OF ACEH OVER THE IMPLEMENTATION OF EDUCATION IN ACEH PROVINCE

Abstract


Education is one of the needs and interests of every citizen to develop themselves. However, there are still children out of school, , facilities and infrastructure that have not been maximized which have an impact on the quality of Human Resources, this is one indicator that the Government of Aceh has not maximally provide educational fulfillment to the people of Aceh. The Special Autonomy Fund intended for education development in Aceh is regulated in Article 183 of Law Number 11 of 2006 concerning the Government of Aceh junto Qanun Number 1 of 2018 to improve the quality, equity and fairness of education development. The problem is how the Government of Aceh provides equitable and fair education, and how to implement the Aceh special autonomy fund budget for the fulfillment of education in Aceh Province. The research method uses normative juridical by conducting literature research, by analyzing qualitatively. Research shows that the Government of Aceh has carried out education development as stipulated in Article 31 of the 1945 Constitution junto Article 11 of Law Number 20 of 2003 concerning the National Education System and Article 16 (1) letter f, paragraph (2) letter c, Article 158, Article 182, and Article 183 and Articles 217, 218, 219 of the Aceh Government Law but have not maximized or evenly distributed towards education development in Aceh. And the implementation of the Special Autonomy Fund for Education is still allocated approximately 50% for physical development rather than building the quality of education (non-physical). The Government of Aceh to develop development programs that are evenly distributed throughout the districts / cities, and needs to compile programs or concepts for the development of quality education to produce quality education.
